Performance and independence in the judiciary system through active and informed citizens – The development of objective indicators for the performance of anti-corruption institutions

The project’s overall aim is supporting the efforts in the fight against corruption and the independence of the judiciary system in Romania by identifying and developing a set of indicators for measuring the activity of the institutions entrusted with the anticorruption struggle (from controlling of assets and the reporting of conflicts of interest, to the investigation and prosecution cases and to the insurance of independence of the judiciary system and the seizure of assets derived from acts of corruption). An increased attention will be given to the management of the judicial system at all stages of a dossier of corruption.
The project is intended to increase the contribution of civil society organizations and to promote and monitor the compliance with democratic values, it also seeks to increase the self-assessment capacity of the institutions concerned with counteracting the facts of corruption and encouraging the participation of citizens to defence and respect these values.
The project is developing an online platform built to support the approaches to promote performance and performance indicators and to ensure the involvement of the citizens in reporting acts of corruption at the local level as well as political intervention or other nature, in judicial activity. The platform is a tool that can be used on a long-term basis in deterring acts of pressure on justice.
A section will also include online tools for warning the mass media and citizens that will be reported and catalogued as “attacks to justice or the Magistrates” tendencies, statements, legislative changes, other types of intervention that may affect the independence of magistrates. The involvement of citizens in the referral of such tendencies will be pursued and encouraged in particular in order to increase the level of awareness and deterrence of such activities among the general public.
The online platform is designed as a resource tool for investigative journalism.
