We Continue Monitoring Romania’s Digital Transformation
The Romanian Center for European Policies (CRPE) is continuing its work through the Civic Monitoring of Romania’s Digital Transformation and Inclusion Commitments (Inclusive Digital) project. Our activities focus on two complementary areas: monitoring the implementation of Romania’s National Digital Decade Strategic Roadmap and assessing the progress of digital inclusion initiatives across the country.
Monitoring the National Digital Decade Strategic Roadmap
In 2025, CRPE carried out the first independent civil society monitoring of Romania’s National Digital Decade Strategic Roadmap. This represented an important milestone in increasing transparency around Romania’s digital commitments.

As part of this work, we published also the first public compilation of all measures included in the National Digital Decade Strategic Roadmap, bringing together the actions, targets, and responsible institutions into a single accessible document. Our monitoring also assessed the implementation of these commitments, identified areas where progress was limited, and highlighted opportunities to strengthen Romania’s digital policies.
Building on this foundation, we will continue to monitor the implementation of the roadmap, track developments over time, and publish regular findings and recommendations.
Monitoring Digital Inclusion in Romania
Digital transformation can only succeed if no one is left behind. Alongside our monitoring of the national roadmap, the Inclusive Digital project also examines how Romania is advancing digital inclusion. A similar initiative was carried also in 2025.
We are mapping and analysing national and local initiatives that promote digital skills, improve access to digital public services, reduce digital inequalities, and support groups that are at greater risk of digital exclusion. This includes initiatives targeting older adults, people with disabilities, rural communities, disadvantaged groups, young people, and other citizens facing barriers to digital participation.
By identifying good practices as well as remaining challenges, we aim to support policies that ensure everyone can benefit from Romania’s digital transition.
Looking Ahead
Over the coming months, CRPE will continue publishing analyses, monitoring reports, policy recommendations, and examples of good practice related to both Romania’s National Digital Decade Strategic Roadmap and digital inclusion initiatives. The full report will be available by mid-October 2026.
