The Sustainability INDEX of the National Anticorruption Directorate

INDEX DNA ENCRPE has launched on the 26th of November 2014 The Sustainability INDEX of the National Anticorruption Directorate (DNA), 1st edition, 2014, a report which aims to provide civil society, judiciary institutions and all relevant stakeholders an annual tool to assess and monitor the vulnerabilities and threats faced by anticorruption bodies in Romania.

The DNA Sustainability Index outlines the current situation, indicating – after consultations with leaders of the judicial system, experts, representatives of the civil society and journalists with experience in the field of justice – who are the decision-makers, institutions, laws and actors supporting or undermining the operation of this institution that is representative for the efforts of the Romanian society to control corruption.

This study is intended to identify the factors and indicators – both internal and external – that contribute to the sustainability of the DNA and to the fight against corruption, especially at the highest level. In addition, the research should facilitate comparisons, so as to allow comparing the same institution, the same phenomenon and the same indicators the following year, in order to note any developments. Following the report The Romanian Center for European Policies in partnership in partnership with the Konrad Adenauer Stiftung Rule of Law Program South East Europe (KAS RLPSEE) and the British Embassy in Romania have organized the Anticorruption Sustainability Conference on 26th of November 2014 – Ronda meeting Room Intercontinental Bucharest, presenting the results of the research paper „The DNA Sustainability Index” and the scores of the macro indicators – all of them key performence indicators for thee support of the key anticorruption Romanian institution – the National Anticorruption Directorate.

Keynote speakers of the conference included: Ms. Laura Codruţa Kovesi, Chief Prosecutor, National Anticorruption Directorate, Dr. Rüdiger Reiff, Chief Senior Prosecutor, Head of the Central Office for the Fight against Corruption, Berlin, Germania ; Mr. Adam Sambrook – Deputy Head of Mission, British Embassy in Bucharest; Mr. Thorsten Geissler – Director Rule of Law Program South East Europe, Konrad-Adenauer-Stiftung.

In the begining of the conference, the newly elected President of Romania, Mr. Klaus Werner Iohannis has delivered a short address – his first speech on judiciary and anticorruption in his new capacity.
