Stregthening the capacity of the National Commission for Integrity of the Republic of Moldova through expertise transfer and exchange of experience

Period of implementation: November 2014 – Augut 2015

The main objective of the foreign and internal politics of the Republic of Moldova is integration in European Union. In order to reach this goal, Moldova is bound to follow the directions of action included in the Action Plan signed on 22th of February 2005 by both EU and Moldova. Unlike Bucharest some years ago, Chisinau must carry out some key structural and institutional reforms before achieving candidate status.

Reforming the judicial system is one of EU’s demands, which Republic of Moldova assumed, and it is making real efforts in this area. Thus, establishing a key institution, as is the case with the National Commission for Integrity (CNI), represented an important step in the proess. But the difficult part is yet to come.

After its first year, CNI experiences a series of limitiations, either of legislative nature or depending on the political will, concerning the availability of financial and human resources needed in order to pursue its activity. CNI must become functional and must produce the outcomes for witch it was established.

The goal of this project is to support the development of the institutional competences of CNI thourgh a transfer of good practices, institutional, technical and legislative solutions, already tested by the National Agency for Integrity of Romania. As the main supporter of european integration of the Republic of Moldova, Romania is able to sustain this institution to perform, in order to ensure integrity and transparency in the fight against corruption in the Republic of Moldova.

The project is implemented by the regional office of Romanian Center for European Policies in the Republic of Moldova (CRPE – R. Moldova).
