The role of CSOs in Moldova’s EU path
Civil society organizations play a crucial role in supporting democratic values and advancing Moldova’s EU integration. While the EU places strong emphasis on engaging with vibrant CSO sectors in candidate countries, Moldovan CSOs, especially small and local ones, face increasing pressure. They operate in a hostile environment marked by smear campaigns, underfunding, and administrative burdens. Many lack the resources and support to meaningfully participate in decision-making processes or to uphold EU values at the local and national levels.
Urgency following EU accession milestones
Following the European Council’s decision to open accession negotiations with Moldova in December 2023, the European Commission’s analytical reports highlighted the need to strengthen the role and sustainability of CSOs, specifically identifying this as a core requirement. If Moldova is to meet EU expectations, small CSOs must be empowered to play a more active and informed role in supporting reforms and engaging citizens.
Challenges faced by small CSOs
Small and community-based CSOs in Moldova often struggle to survive. Unstable funding, staff burnout, and lack of institutional support limit their long-term impact. These challenges are compounded by external threats such as disinformation campaigns and political interference, particularly from pro-Russian actors. Many regions of the country lack a strong civic infrastructure, making it even harder for grassroots organizations to advocate for European values or engage in constructive dialogue with public authorities.
Project focus: Capacity building and resilience
The project aims to strengthen the capacity, resilience, and sustainability of more than 30 small-size Moldovan CSOs through targeted support. Activities will include training, mentoring, and peer exchange to enhance organizational development, strategic planning, advocacy, and public engagement. By building trust and transparency and creating more space for civic action, the project supports Moldova’s EU path and ensures that CSOs, even the smallest ones, can act as vital partners in democratic development and European integration.
