“So, what is the answer?

There are some time-honoured lines of action which relate to the prevention of crises, namely better regulation and supervision, in particular at the international level, and more effective crisis resolution mechanisms. I will not dwell on these two points, which will be the subject of technical and political discussions in the coming months and years.

One new point for consideration that has emerged from this crisis relates equally to ethical, social and political aspects. In our advanced societies, which in years to come will continue to undergo periods of great transformation bringing real problems for many sectors of the population, the emergence of stark inequalities entails the risk that decision-making mechanisms will be blocked, in particular in crisis situations, with negative repercussions for the collective good and social cohesion. This should be solved both by governments, so that decision-making mechanisms can be adopted which allow the abovementioned problems to be overcome in a crisis, and also by the financial sector itself, which must clearly draw some lessons from recent events.

In a market economy, maximising profits and shareholders’ interests are a priority for management. They permit the efficient allocation of resources within the economy. However, when a sector such as the financial sector is of systemic importance to the functioning of the economy and is prone to instability, the objective function must be broader. It is a problem of rules, incentives and individual responsibility.

Much more work must be done on these points if we wish to avoid repeating past errors.”

Iberian Trade Unionism: Democratization under the Impact of the European Union. By José Magone. New Brunswick, NJ: Transaction, 2001. 335p. $49.95.

Key policy points:
1. The institutions of “Social Europe” don’t matter too much

The EU made two institutional innovations: 1) the Economic and Social Committee (ESC) and its national counterparts, and 2) the European Trade Union Confederation (ETUC). The problem is that while they have the potential to facilitate the democratic multilevel governance that European leaders claim to enact, they have been systematically deprived of real decision making power. This is due to 1.) weak support for social Europe among a critical mass of EU-level and national elites as well as to “the different traditions of social and employment policies across the European Union’’ (p. 64) and, more broadly, to the different systems of interest intermediation and regulation that persist in Europe.

2. European integration de-radicalized but also made Iberian labor more sophisticated in terms of its strategies

Nevertheless, EU integration changes something in the life of organized labor. The examples chosen by the author are from Spain and Portugal. First he notes that trade unions in both
countries are strongly supportive of integration and do not see Europe as a capitalist conspiracy. Second, he notes a shift from party-affiliated approaches aimed at shaping domestic policies (e.g. Spanish labor Union UGT was once closely intertwined with the Socialist Party) to more autonomous approaches aimed at multiple levels of governance (regional, national, European). At the subnational level, the book shows how unions created Interregional Trade Unions Committees (ITUCs) to facilitate cross-border cooperation on issues as broad as migration, employment, and border development. At the transnational level, Magone discusses the participation of Iberian trade unions in the ETUC and the ESC. Overall, he finds this eased the change “from ideological, class-bound trade unionism to
pragmatic, all-classes trade unionism’’ (p. 308). The book finds that Spanish unions made this transition faster than their Portuguese counterparts partly as a result of stable funding provided by on state subsidies.

Cornel Ban’s take on the book:
Informative. Period. I’ve seen better in terms of analysis. The connection between theory and its otherwise rich and well-researched empirical material is fluffy. The two policy points made above are clear but you need to be patient with extracting them from the text.
